Can a foreigner buy property in Panama?

Yes. Panamanian law imposes no special restrictions on foreigners acquiring titled property, except in specific border and island areas. What matters is verifying the legal status of the property before buying.

What is the difference between titled property and rights of possession?

Titled property is registered at the Public Registry in the owner’s name. Rights of possession have no registered title: occupation is recognised but not full ownership. Both are traded, but the risk and the value differ.
